CBM in India

The Government is looking at a new Policy to expeditiously monetise Coal Bed Methane (CBM) resources in the country. The Policy will be brought after stakeholder consultations, said Shri Dharmendra Pradhan, Hon’ble Minister of State (I/C) for Petroleum & Natural Gas while delivering the valedictory address at a workshop organised by the Petroleum Federation of India in association with the Oil & Natural Gas Corporation Limited and other industry members on 'CBM: Potential & Challenges in Emerging Competitive Environment’ on December 23, 2015 at New Delhi.

The Secretary, Ministry of Petroleum & Natural Gas, Shri K. D. Tripathi brought out in his address that the challenges in CBM production in India are evident from the fact that after nearly two decades we have attained a production of only 1 million standard cubic meters per day (mmscmd) constituting only 1% of total natural gas production.

Welcoming the key operators and industry captains in the CBM sector earlier, Dr. R. K. Malhotra, Director General, PetroFed drew attention to the fact that given a favourable policy, besides support of regulatory and local authorities, it is possible to accelerate CBM development and increase production by more than five times in the next five to seven years. The workshop aimed to develop recommendations in this regard for submission to government.

There were three key sessions, besides the valedictory address, wherein six speakers, in addition to the session chairpersons and five panelists presented their views on various aspects of Exploration & Production of CBM, Co-production of CBM, Coal Gas and Coal, and Pricing & Marketing of CBM. The key recommendations were presented in brief by knowledge partner, Ernst & Young LLP during the valedictory session.

Chairing the first session on ‘Exploration & Production of CBM’, Shri A. P. Sawhney, Additional Secretary in the Ministry of Petroleum & Natural Gas and Director General, Directorate General of Hydrocarbons comprehensively presented in his opening remarks the key issues which need to be addressed.

In addition to experts, the major players in the CBM sector, like Great Eastern Energy Corporation Limited, Essar Oil Limited, Reliance Industries Limited and Oil & Natural Gas Corporation Limited were represented by their CEOs or functional directors.
